                                                                PUBLIC NOTICE

PUBLIC NOTICE IS HEREBY GIVEN that the City of Owensboro intends to submit its 2020-2025 Consolidated Plan and 2020-2021 Annual Action Plan to HUD on or about May 8, 2020. Copies of the Plan are available for public inspection and comment at the Community Development Department, 101 E. 4th Street. The City of Owensboro is an entitlement community for Community Development Block Grant (CDBG) funding and a participating jurisdiction for the HOME Investment Partnership Program.

 

The 2020-2025 Consolidated Plan and 2020-2021 Annual Action Plan provide information on community development needs in the community, the current and future needs for housing and community development assistance in the area, and a strategy that seeks to meet the identified needs. A brief summary of priorities, types of activities, and their location is provided herein for the Fiscal Year beginning July 1, 2020 and ending June 30, 2021:

Northwest NRSA Redevelopment Project

Throughout the northern third of the city.

Census tracts 2, 3, 4, and 5 as well as portions of tracts 1, 6 and 8. CDBG and HOME funds from U.S. DHUD are the revenue sources.

Northwest NRSA will be targeted area for Housing Rehab and Homeownership Activities.

2. Support and invest in economic growth through increasing job creation, retention and commercial stability within low- to moderate-income areas.

Improvement Programs

Northwest NRSA and Triplett Twist will be targeted area for Commercial Improvement Activities.

3. Provide other non-homeless public services in low- to moderate-income areas.

Public service projects and programs Public facilities infrastructure Corridor enhancements.

Northwest NRSA will be targeted area for Public Service Activities.

 

Interested citizens are encouraged to review the 2020-2025 Consolidated Plan and 2020-2021 Annual Action Plan at the aforementioned location or at www.owensboro.org. Submit written comments to the Community Development Department, P.O. Box 10003, Owensboro, KY 42302-9003, ATTN: Abby M. Shelton or drop them off at City Hall (101 East 4th Street) or send to sheltonam@owensboro.org. Comments will be received for at least 30 days (or until COB on March 25, 2020) from the date of this notice (February 24, 2020).A second public hearing has been scheduled for March 23, 2020 so that interested persons can submit public testimony on this draft.
