Mayor Pro Tem Charlie Castlen

Charlie Castlen is the Mayor Pro Tem of the Owensboro City Commission. Charlie is serving his fifth term on the Commission, his fourth as Mayor Pro Tem. Charlie ran a frugal campaign, spending less than seven cents a vote when he was elected to his fifth term. This is down from eleven cents when he finished fourth in the November 1998 election.
Charlie, a Daviess County native, was born on November 11, 1961. He is the twelfth child of Paul and Gertrude (Calhoun) Castlen. In 1979, he graduated from Owensboro Catholic High School as a member of the National Honor Society. He received his Bachelor of Science degree in Accounting in 1983 when he graduated from Brescia University, receiving the first annual Brescia University Alumni Award. Charlie and his wife of twenty three years, Lisa, have three children - Sarah, Theresa, and Daniel.
Charlie brings a wealth of financial experience to the Owensboro City Commission. He has over twenty four years of experience in various accounting, auditing, and financial management positions. He gained over three years of experience auditing government agencies when he worked for the Kentucky State Auditor's Office in Frankfort, Kentucky, in the mid-1980s. Charlie and Lisa returned to Daviess County July 1, 1991 and today he is a self-employed CPA providing tax and accounting services for individuals and small businesses. He is a member of the American Institute of CPAs.
Charlie has been involved in community and church activities for years. He currently serves as Treasurer of WIMM (107.7 F.M.) radio (a EWTN satellite station) and Secretary of the Right to Life of Owensboro, Inc. He is a past Treasurer and Board Member for the Boulware Center Mission, Inc. (Owensboro's oldest homeless shelter); past president and member of the Brescia University Alumni Association; past volunteer for Junior Achievement; and past volunteer and coach in the Blessed Mother Summer Sports Program. He is a member of the Knights of Columbus and a member, lector, and parish council member of Blessed Mother Church.
Charlie is a self-described conservative, both fiscally and socially. He has stated that he believes the best place for a taxpayer's money is in the taxpayer's pocket. While campaigning for his seat, Charlie made no promises other than to make sure basic services are maintained in a fiscally responsible manner.
