HARSH DITCH PHASE II

The City of Owensboro is seeking bids for furnishing all labor, tools, materials, and equipment and performing all construction operations for Harsh Ditch, Phase II which generally includes construction of paved ditches, box culverts, retention basins and utility relocations for approximately 1.5 miles of ditch line.
A Mandatory Pre-Bid Conferenceis scheduled for 10:00 a.m. prevailing local time, Wednesday, November 11, 2009, in the Community Room, Owensboro Police Department, 222 E. 9th Street, Owensboro, KY  42303. Only bidders attending this conference will be allowed to submit bids.
This is a Prevailing Wage Project and is governed by Kentucky Wage Rates.
Plans, Specifications and Contract Documents are open to public inspection at the office of Bryant Engineering Inc., 4215 Benttree Drive, Owensboro, KY 42301 Phone 270-685-2811, A set of plans and specifications can be obtained by priority mail by sending a check payable to Bryant Engineering in the amount of $435.00, or can be picked up in person for an amount of $400.00. The cost of plans, specifications and shipping is nonrefundable.
Any contracts awarded under this Advertisement for Bids are expected to be funded in part by loan from the Kentucky Infrastructure Authority and/or by grant from the U.S. Environmental Protection agency. Neither the United States nor any of its department, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting contract. This procurement will be subject to regulations contained in 40 CFR Part 31.36 or with DOW Procurement Guidance with the exception of the Davis-Bacon Act.
Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours Standard Act and 40 CFR 31.36 L(3,4, & 6).
Bidders must comply with the President’s Executive Order No. 11246 as amended, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin.
This project will be in compliance with Executive Order 11246 (Equal Employment Opportunity) as amended.
Bidders must comply with 41 CFR 60-4, in regard to affirmative action, to insure equal opportunity to females and minorities and will apply the time tables and goals set forth in 41 CFR 60-4 if applicable to the area of the project.
The bidder will make positive efforts to use small, minority, women owned and disadvantaged businesses.
The award will be made to the lowest, responsive, responsible bidder.
All taxes are the responsibility of the successful Bidder unless specifically exempted in the Bidding Documents. All Bidders must comply with federal, state, and city Equal Employment Opportunity laws and regulation, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin.
Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246 and Title VI. Minority bidders are encouraged to bid.
No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof.

SCHERM DITCH WATERSHED IMPROVMENTS PHASE III

The City of Owensboro is seeking an experienced, qualified and licensed contractor to construct Phase III of the Scherm Ditch Watershed Improvement Project.  The successful bidder shall provide all labor, materials, equipment, erosion control and incidentals required to construct, according to the specifications contained within this bid, approx. 3200 LF of 16’ to 20’ wide RCBC storm sewer structure; Reconstruct Scherm Road from Barron Drive to South Griffith Place including all grade, drain and surfacing items; Construct 10’ wide shared-use path (Greenbelt Bicycle/pedestrian system) on south side of street.
A Mandatory Pre-Bid Conference is scheduled for 10:00 a.m., Thursday, December 3, 2009, in the Commission Chambers on the 4th floor of City Hall, 101 E. 4th Street, Owensboro, KY. 42303.   Only bidders attending this conference will be allowed to submit bids.

Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders.
