JOSEPH G. SCHEPERS, P.E., S. E. City Engineer Joe came to the City with over 11 years of experience in the engineering field. He was hired as the Assistant City Engineer in July 1997. In the Summer of 2005, Joe was promoted to City Engineer. Joe obtained his B. S. in Civil Engineering from the University of Kentucky. He is currently a licensed Professional Engineer (P. E.) in Kentucky, Indiana, and Illinois and a licensed Structural Engineer (S. E.) in Kentucky. His primary responsibilities are overseeing the workings of the Engineering Department, and he is responsible for Owensboro's roadway system, storm drainage and traffic control devices. Joe also performs engineering design, construction contract management and permitting related to right-of-way. Joe is a member of the APWA (American Public Works Association).

MARK BRASHER, P.E. Assistant City Engineer Mark joined the City in October 2005. Mark comes to the City from the Kentucky Transportation Cabinet in Madisonville, where he served as District Traffic Engineer. Mark holds a B. S. in Civil Engineering from the University of Kentucky and is a licensed Professional Engineer (P. E.) in Kentucky. Mark assists the City Engineer with his responsibilities and provides professional engineering services in areas of transportation, traffic, sanitation, storm water, construction, structural, environmental, private development, surveying and utilities. Mark has completed a course for the National Incident Management System (NIMS) sponsored by the Emergency Management Institute and FEMA. Mark is a member of the APWA (American Public Works Association).

CHADD CLARK Instrument Technician Chadd began work with the City as a Surveyor in June 1996 and was promoted to Instrument Technician in June 2002. He gives advanced surveying and drafting assistance to the Chief Surveyor, operates the total station and survey instruments as well as performs general duties of the Survey Crew. Chadd is a member of the APWA (American Public Works Association). He has attended a Work Zone Traffic Control Seminar sponsored by the University of Kentucky, College of Engineering (Kentucky Transportation Center).

DOUG FULKERSON Engineering Aide Doug has been with the Engineering Department since June of 1985. He holds a B.S. in Civil Engineering Technology from Western Kentucky University. He is primarily responsible for drafting and street design, and he also assists the public with engineering and surveying questions. Doug is in charge of our Pavement Management Program. This program will enable the city to make more objective decisions regarding street paving based on need relative to available funding. Doug is a member of the APWA (American Public Works Association).

MIKE HAMILTON Construction Inspector Mike began work for the City of Owensboro in July 2000. Mike graduated from Western Kentucky University with a Bachelor of Science in Civil Engineering Technology. Mike inspects new construction sites to make sure that the streets, sewers, and storm sewers are in compliance with city regulations. In addition, he monitors the milling and paving of our city roadways. He responds to drainage and street complaints received from city residents. Mike Hamilton completed and passed his Asphalt Field Technician Course, his ACI Concrete Field Testing Technician Grade I Test and his KRMCA Level II Field Testing Technician course and exams. He has attended a Work Zone Traffic Control Seminar sponsored by the University of Kentucky, College of Engineering (Kentucky Transportation Center). Mike is a member of the APWA (American Public Works Association).

JEFF KING Construction Inspector Jeff has been with the City Engineer's office since August 1987. He was initially hired as part of the Survey Crew. In October 1995, Jeff was promoted to Construction Inspector. Jeff inspects new construction sites to make sure that the streets, sewers, and storm sewers are in compliance with city regulations. He also monitors the milling and paving of our city roadways. Drainage and street complaints received from city residents are inspected by Jeff as well. Jeff is a member of the APWA (American Public Works Association) and has certification for the ACI Level I Field Testing Technician and KRMCA Level II Concrete Technician. He has attended a Work Zone Traffic Control Seminar sponsored by the University of Kentucky, College of Engineering (Kentucky Transportation Center) and has completed a FEMA-sponsored National Incident Management System (NIMS) course. He has completed an APWA Construction Inspectors Course and is a certified Flatwork and Asphalt Technician.

DEBBIE PRICE City Engineering Aide Debbie started with the City in September 1979. She holds a B. S. from Murray State University. Debbie prepares annexations, right-of-way closures, state permits, billing statements and the annual report. She oversees the Mosquito Program and the Sidewalk Replacement Program. She reviews subdivision plans, development plans, site plans, final plats, building permits, bond postings and bond releases. She also issues street-cut permits and prepares encroachment permits. Debbie is a member of the APWA (American Public Works Association).

KATHY SCHRECKER Administrative Aide Kathy has been with the Engineering Department since November 1999. She received a B. A. from Brescia University and worked for the Academic Dean of Brescia University for five years prior to her position with the City. Kathy’s major duties include general office management, managing the budget, greeting visitors, scheduling appointments, processing service requests and work orders, ordering equipment and supplies and maintaining records. Kathy is a member of the APWA (American Public Works Association).

KEVIN SIMMONS, P.L.S. Chief Surveyor Kevin started work as our Chief Surveyor in March 2002. Kevin is a licensed professional land surveyor and attended the University of Southern Indiana with a major in Civil Engineering Technology. Prior to his position with the City, Kevin worked with Joe Simmons Land Surveying, where he served as Party Chief. Kevin oversees the use of survey equipment and manages the Survey Crew. The crew does various surveys of roadways, curbs, drainage ways and easements within the city as needed. In addition, he assists with on-site compliance issues, periodic estimates for projects in progress and additions and/or changes to project designs & specifications. Kevin is a member of the APWA (American Public Works Association).
